New referendum bid over Toll Tax

THE PEOPLE of Middleton could have their say on controversial plans to introduce congestion charging in Greater Manchester.
A Conservative motion was being proposed as the Guardian went to press to ensure Rochdale Council holds a borough-wide poll on the pay as you drive plans.
Councillor Ann Metcalfe was set to move the motion, that will be seconded by south Middleton councillor Theresa Fitzsimons, at the meeting of the full council last night (Wednesday).
The notice of motion states that if the government accepts the Transport Innovation Bid of the Greater Manchester Authorities, the council should ask the Rochdale electorate if they support the combination of congestion charging with investment in public transport.
The poll will be carried out within 35 days of the government's response, unless the bid is rejected outright by the government and there is no propoest of further congestion charging in the forseeable future.
Following on from our own successful anti-toll tax campaign - which saw thousands of local residents and businesses signing our petition - it is hoped the poll will show the strength of feeling across the borough against the plans.
Part of the motion also states that Rochdale Council must remain neutral throughout the vote.
As reported in the Middleton Guardian last week the daily cost of a congestion charge is expected to be more than the £5 previously announced by the Association of Greater Manchester Authorities and the Greater Manchester Passenger Transport Authority. The figure is expected to be in the region of £6 after inflation is taken into account for the proposed introduction of the Toll Tax.
The charge will be made to rapay around half of a £3bn bid to improve public transport.
